Finley came into the world on March 31, 1954 in Chicago, IL. He was preceded in death by his parents James Carter and Viola Williams, four siblings: Jesse, Larry, Loistene and Michael. He leaves behind two sisters, Betty and Michelle, his sons Napoleon, Byron and Rashid and a host of relatives and friends.
Finley grew up on the West-Side of Chicago, but spent most of his adult life in Virginia. There he made new friends that became a second family to him. He told stories about deer hunting, fishing and the beautiful Mountains of Virginia. In 2020, he returned to Chicago to be near his family. He was a die-hard Green Bay Packers fan, and a sore loser when they lost a game. He loved God, food, family, sports, horror movies, and Muddy Waters's music.
On Thursday, February 19, 2026, Finley took his last "walkabout creek," a phase he would use before walking around the neighborhood.
He will be truly missed by all of his family and friends.
